I don't know if these traffic signs are nationwide, but they are certainly all over California. This comic represents the only thought I have when I see these signs.
How do they intend to enforce the law by aircraft exactly? Are they dropping speeding tickets out of the airplane window onto the car? Do they yell at you sternly over a bullhorn to slow down? I'm kidding of course, but it just seems so over the top to go to these lengths to write speeding tickets. I can already see in the near future this sign changing to "Speed Enforced By Drones" and then you would just get a ticket in your mailbox a few days later with a youtube link to a video of you speeding.
